GRANT PROGRAM BACKGROUND
On April 27th, 2011, the State of Alabama was devastated by multiple tornadoes. The destruction was so widespread that President Obama declared the entire state a disaster area. When the President declares a disaster, a percentage of the funds that the Federal Emergency Management Agency (FEMA) spends for relief and recovery goes into a mitigation fund administered by the state in which the disaster occurred. These funds are used to help communities and individuals prepare for future disasters.
Hazard Mitigation Grant Program (HMGP) funding is allocated using a "sliding scale" formula based on the percentage of the funds spent on Public and Individual Assistance programs for each Presidentially-declared disaster. For states with a Standard State Mitigation Plan, the formula provides 15% of the first $2 billion of estimated aggregate amounts of disaster assistance; 10% for the next portion of amounts between $2 billion and $10 billion and 7.5% for the next portion of amounts between $10 billion and $35.333 billion. Shortly after the tornadoes of 2011, the Alabama Emergency Management Agency (AEMA) began focusing on acquiring funding under the (HMGP).
INDIVIDUAL GRANT INFORMATION
In order to apply for an individual grant, an application was submitted to the local EMA, who then submitted it to the (AEMA). The deadline for the local EMA’s to submit their applications to the state was October 27th. Unfortunately, applications are not being taken at this time.
If you completed an application for this program, you are required to select a shelter that meets the FEMA 320 (August, 2008) guideline. If you fail to do this, the money will not be awarded when the reimbursement is requested.
Each shelter that Central Alabama Storm Shelters sells meets both the FEMA 320 (August, 2008) guideline as well as the International Council Code/National Storm Shelter Association Standard (ICC/NSSA - 500). Meeting the requirements set forth in these publications assures that a higher standard is met.
If you submitted an application and have a storm shelter quoted from another company you can change vendors. At first most people were told that they had to keep the original vendor but this is no longer the case. Contact your local EMA officer or get in touch with me and I will check on your situation.
